Investment Promotion Improving the Business Climate
Iraq’s policies before 2003 significantly weakened the contry's business environment and international trade relations and repressed legitimate forms of business activity and international exchange of goods and services. Since 2003, Iraq has embarked on rebuilding the country’s vibrant trading culture and economic infrastructure by initiating a set of reforms aimed at spurring economic growth. Achieving high rates of sustained economic growth requires substantial investment from domestic private sources, as well as foreign direct investment. Increased foreign investment, in particular, will enhance opportunities for Iraq’s private sector firms to acquire new technologies, develop modern structures, gain access to overseas markets, nurture businesses, create new and higher-paying jobs, generate exports and increase government tax revenues. Potential foreign investors in Iraq have been disheartened by uncertainties related to Iraq’s security situation, political stability, legislative framework, administrative capacity and transparency. Such concerns increase risk, discourage investment and hinder the economic progress of the country. The Investment component of the former USAID Izdihar project assisted the Government of Iraq with structural reform recommendations; investment-related legislation and accompanying regulations; institutional development and sector studies. Tijara’s Investment Promotion activities (investment@tijara-iraq.com) bring institutional support to the National Investment Commission and guidance for implementation of the new investment law, both to advance the business and investment climate in Iraq.
